Selected Airport Experience

New Haven

  In 2021, the Airport received an unsolicited bid to develop a new passenger terminal and significantly expand airfield facilities under a long-term lease. BJSA was retained by the Airport Authority to evaluate the proposal, and subsequently assist with negotiating business terms. Mr. Simon reviewed the business plan from the proposer, developed traffic and revenue projections to validate the proposal, discussed key goals and objectives with stakeholders, lead negotiations on financial aspects of the transaction, and coordinated with regulators and stakeholders to gain approval for a 43-year lease and development agreement that was finalized in 2022.  


  Key components of the assignment were developing a transaction structure that was acceptable to the FAA and also ensuring that sufficient revenue would be available to the Authority to support its compliance and oversight roles. BJSA continues to advise the Authority post-close, including Lease oversight, PFC issues, budget development, financial reporting, and FAA coordination

Gulf Shores

  This General Aviation facility was seeking to commence commercial passenger service. BJSA was retained by the Airport Authority to assist with evaluating options to design, build, finance and operate a new commercial terminal. BJSA prepared a detailed market study of the area and competing airports, developed financial projections for a new terminal including airline and non-aeronautical revenues, reviewed initial terminal plans for PFC and AIP funding eligibility, and evaluated overall project affordability.  The Authority initially considered a P3 structure and BJSA lead an RFI process followed by an RFQ and bidder negotiations.


  Due to a number of factors, the Authority pivoted to an alternate funding structure and elected to proceed with the new terminal with a loan from the City of Gulf Shores in addition to FAA funds. BJSA continued to assist the Authority by preparing updated financial projections, providing input during terminal planning and design, preparing analysis of alternatives for FAA discussions, preparing a new PFC application, negotiating agreements with terminal tenants, and reporting progress updates to stakeholders. The terminal opened in May 2025. 


  BJSA continues to assist the Authority, and due to the success of Allegiant’s initial routes, evaluation of expansion options is already underway.

San Juan

  BJSA consultants were previously part of the team of technical advisors to the Puerto Rico government during its efforts to lease Luis Muñoz Marín International Airport in San Juan in 2013.  Throughout the transaction process, the BJSA consultants provided a wide range of services to both the Puerto Rico Ports Authority, and the Puerto Rico Public-Private-Partnership (P3) Authority.

BJSA consultants were key contributors to the industry information document; including preparing detailed projections of aviation activity; developing an airport inventory of included properties; developing summaries of key agreements and contracts included in the lease; preparing historical financial statements for the Airport, and analyzing future capital needs and potential funding sources.


  BJSA consultants worked closely with the P3 Authority during the drafting of the RFQ and RFP documents, ensuring world class operators would be attracted to this investment, while protecting the interests of the PR Port Authority and the Commonwealth of Puerto Rico.  As part of the airport transaction, an entirely new agreement had to be negotiated with the airlines.  As this agreement could be used as a precedent for any subsequent AIPP transactions, key terms were negotiated with not just local and regional airline representatives, but by senior airline management and corporate real estate personnel.


  Once a preferred bidder was selected, BJSA consultants worked closely with the P3 Authority’s legal team on the language to be contained in the Lease Agreement, including the development of detailed Operating Standards that would govern the new Airport operator.  BJSA consultants met with FAA representatives regularly throughout the process to both provide updates on proceedings as well as receive feedback and guidance to ensure a successful conclusion was reached with Aerostar Airport Holdings in 2013.

BJSA consultants have continued to work with Aerostar following financial close, and was recently retained by Aerostar to assist with new PFC applications, amendments to prior applications, revenue and expense projections, evaluation of future capital projects including available funding sources, reallocation of airlines gates and ticket counters at the terminal under the terms of the existing airline agreement, and potential changes to airline agreements.

Hendry County, FL

Provided due diligence services for a potential developer at Airglades International Airport.

Multiple Locations - FBO Acquisition

Assisted Macquarie Infrastructure with the evaluation and acquisition of the Atlantic Aviation network of FBOs across the U.S. 

New York, NY (LGA)

Assisted a private investor with its evaluation of the LGA Central Terminal Building project.

Papua New Guinea

Assisted the National Airports Corporation of Papua New Guinea in evaluating bids and construction options for airport upgrades at Jacksons International Airport in Port Moresby. 

Punta Gorda, FL

Retained by the Charlotte County Airport Authority Board to assist with the evaluation of private investment opportunities at Punta Gorda Airport.

San Diego, CA

Assisted the City of San Diego conduct a competitive selection process for the developer/operator of Brown Field general aviation development.

Santiago, Chile

Assisted a private entity with its bid for a 20-year concession of Arturo Merino Benítez International Airport in Santiago, Chile. 

St. Thomas/St. Croix

 Retained by a private consortium to advise on a long-term lease of the two airports including due-diligence assistance, evaluation of funding sources, and negotiation of an airline agreement.

Toronto Canada

Retained by the operator of the Toronto Billy Bishop Airport terminal to develop traffic, revenue, and expense projections to assist with the sale of the terminal.   

White Plains, NY

Assisted with a bid from a private operator to enter into a long-term lease at Westchester County Airport under the APPP program.
